Start with the score.
Add context as you learn.
Research priority = the published Global Consumer Opportunity score. This edition needs only the released score, country, U.S. market, and source release. All 69 published leads can be explored now.
Community Bridge evidence appears beside each lead. City Population, Country Conversion, and Upstream Match Strength are optional context. They do not block this edition, and we do not add them to G again. G already contains upstream conversion, community, and affinity signals.
Higher G scores appear first. Equal scores share a priority rank; source lead IDs keep their original meaning. This identifies country-to-U.S.-market research priorities. It does not assign every foreign city a compatibility score or measure an existing partnership’s performance.
The earlier five-component international-city model remains available as a separate method. A new global city ranking can follow its own revised definition without holding back this research release.

A percentile places a country’s underlying measure within a defined comparison group. The underlying meaning of “conversion” must be clear before the number is used to guide a decision.
Why it matters
A familiar business word can hide several meanings. Readers need to know whether a measure describes interest, a modeled signal, a completed action, or something else.
What did the number actually measure?
Imagine a report says a country is in a high percentile for conversion. You might read that as completed sales. The source may instead describe an earlier research signal. Ask what changed, what was counted, and who was compared. The name of a measure should help you understand its meaning.
The current release preserves the source percentile so you can inspect the evidence used in the Sister City research. Its connected export does not establish a complete standalone definition of conversion. Use the percentile alongside the other components, and seek direct evidence of orders, introductions, or projects before describing a business result.
Three steps you can take
- Read the published method and find the original source field.
- Ask for the underlying event, comparison group, and observation period before interpreting a percentile as performance.
- Use the four business questions to identify evidence that matters for your own decision.

How the measure is used
The website retains the C values in the released country-to-market lead table. It does not infer that they represent sales or completed business deals.
A new calculation must define the underlying conversion measure, eligible countries, period, source values, and percentile method.
Review whether C adds useful information beyond G and B. Removing it from a revised model requires a new version and a clear explanation.
